Report of the Assistant Chief Executive Legal and Democratic Services

 

1.0

 

Purpose of the Report

1.1

 

To enable appointments to Committees and Outside Bodies to be considered.

 

2.0       POLICE FIRE AND CRIME PANEL

 

2.1       The North Yorkshire Police, Fire and Crime Panel is a joint committee of North Yorkshire Council and City of York Council.  Its role is to ensure a ‘check and balance’ function is undertaken in relation to the performance of the Police, Fire and Crime Commissioner for North Yorkshire.  Legally, the Panel must comprise ten councillor Members, who represent the police force area of York and North Yorkshire, of which it has been recommended that three are appointed by the City of York Council and seven are appointed by North Yorkshire Council.

2.2       The nominations are subject to political proportionality and nominations have been confirmed by the political groups as below, with the Conservative Group nominations to be confirmed at the meeting of Council itself:

2.3       The appointments will be made through to the May 2027 AGM.

3.0       MEMBER CHAMPION FOR CLIMATE CHANGE

3.1       Member Champions are elected Members who act as an advocate or spokesperson for a specific area of the Council’s business. The main responsibility of each Member Champion is to encourage communication and positive action over the issue they represent.

3.2       There are currently three Member Champion roles that are appointed to by Council.  These are: the Young People’s Champion; the Older People’s Champion; and the Climate Change Champion.  The member appointed to the role is paid a Special Responsibility Allowance of £1,842 per annum.  The Young People’s Champion and the Older People’s Champion were appointed at the May 2022 AGM.  The Climate Change Champion position is currently vacant and two nominations have been made to that vacancy, as below:

3.3       The appointment will be made through to the May 2027 AGM.

4.0       HEALTH AND WELLBEING BOARD

4.1       It be recommended to Full Council that the Executive Member for North Yorkshire Council with responsibility for Housing and Leisure and the Corporate Director for Community Development, North Yorkshire Council (or their nominated representative for Housing and Leisure) become Members of the North Yorkshire Health and Wellbeing Board.

4.2       The appointment will be made through to the May 2027 AGM.

5.0       TRANSITION (LGR) OVERVIEW AND SCRUTINY COMMITTEE

5.1       The Transition (LGR) Overview and Scrutiny Committee currently does not have a Vice Chair.  A Vice Chair was not appointed when the committee was established, as it was envisaged that the committee would cease as of 31 March 2023.  At the February 2023 County Council meeting it was agreed that the committee will continue into the new North Yorkshire Council and so it is appropriate that a Vice Chair is now appointed.  The Vice Chairs for overview and scrutiny committees are usually appointed from the opposition groups.

5.2       The appointment will be made through to the May 2027 AGM.

7.1       There are no legal implications arising from this report.

 

8.0       EQUALITIES IMPLICATIONS

9.0       CLIMATE CHANGE IMPLICATIONS

 

9.1       There are no climate change implications arising from this report.  

 

10.0     REASONS FOR RECOMMENDATIONS

 

10.1     The appointments are to be made by Council as per the Council’s Constitution.

 Recommendation

 11.1 

That Council appoints:

 

i)      To the Police Fire and Crime Panel for North Yorkshire and York, as detailed in paragraph 2.2

ii)     A Member Champion for Climate Change, as detailed in paragraph 3.2

iii)   To the Health and Wellbeing Board for North Yorkshire, as detailed in paragraph 4.1

iv)     A Vice Chair for the Transition (LGR) Overview and Scrutiny Committee, as detailed in paragraph 5.1.
